A city eruv is built from a perimeter, and that perimeter may use several different halachic forms of enclosure. One stretch can be an actual wall, another a tel hamislaket, another a properly constructed tzuras hapesach, and another a bank or retaining wall. Their validity is not judged as a collection of isolated features. Together they must close one area.

This is the point at which many separate halachos meet. Omed and parutz govern gaps in walls. The ten-amah rule governs large breaches. Gud asik and gud achis can affect the vertical line of a qualifying structure. Natural slopes have to meet the measurement of tel hamislaket. Bridges, tunnels, ramps, and public roads can interrupt a boundary that is sound on either side. Tzuras hapesach can repair many openings, subject to its own construction rules and to the status of the place being enclosed.

Every segment needs its own halachic basis

A perimeter should be traceable from point to point. At each stretch there has to be an identifiable mechitza or another valid form of enclosure.

An actual wall is judged as a wall. A steep embankment is judged under tel hamislaket. A water boundary depends on its bank or qualifying slope and the rules governing that kind of natural mechitza. A street opening repaired by tzuras hapesach is judged under the laws of tzuras hapesach. If one of those descriptions stops being true, the perimeter cannot keep using the label after the physical feature has changed.

This is especially important where existing city infrastructure is being used. A concrete wall can become a gradual earth bank. A bank can disappear at a bridge. A bridge can open onto a broad roadway. A tunnel can carry traffic under the line that had been treated as a wall. Each change determines which halacha applies next.

A strong total does not erase a bad opening

Omed and parutz do not turn the perimeter into one citywide percentage that cures every defect. The standing portions must satisfy the applicable wall calculation, and an individual breach wider than ten amos still has to be addressed. Likewise, a section called an embankment must actually qualify as tel hamislaket where it is being counted as a mechitza.

The same principle applies to public crossings. A physically qualifying slope can raise a separate problem where the public passes over it. A bridge can create a pirtza through a riverbank. An elevated edge can fail to descend by gud achis where traffic passes underneath it. Each issue has its own rule and cannot be replaced by the fact that most of the perimeter is strong.

The junction is part of the enclosure

Two valid mechitzos that stop short of one another do not necessarily make one valid mechitza. The space between them is itself part of the perimeter.

The Alter Rebbe gives a useful model in his discussion of a river or steep slope used as the side of a mavoi. If that boundary is more than ten amos away, the intervening space is a breach and must be repaired. He adds that even a smaller separation can be problematic where the public passes through it. The validity of the riverbank does not leap across the missing space.

The same reasoning governs other transitions. If a wall meets a tzuras hapesach, the tzuras hapesach must begin where the wall actually ends. If a route relies on gud asik, the projected vertical line has to meet the next enclosure. If a wall gives way to a tel, the qualifying slope has to begin before an untreated breach is created. If a bridge interrupts the natural wall of a riverbank, the bridge opening has to be handled as part of the perimeter.

Physical enclosure and reshus harabim are connected but distinct

A complete physical perimeter does not by itself answer every halachic question of a city eruv. The classification of the streets inside and crossing that perimeter remains relevant. If a road is a genuine reshus harabim, tzuras hapesach alone may not provide the required correction and the laws of delasos come into play.

This is why the same bridge or highway can appear in two discussions. As a matter of physical enclosure, it may create a breach through a wall or natural boundary. As a matter of reshus harabim, the road itself may require a different form of correction. Both questions have to be answered, and answering one does not settle the other.

The communal eruv chatzeiros is another requirement altogether. It joins the residents for the rabbinic laws of carrying between their domains. It cannot substitute for missing physical mechitzos, just as sound physical mechitzos do not dispense with eruv chatzeiros where that enactment is required.

A continuous route has to remain continuous

For a practical city eruv, the perimeter can be followed in order around the entire enclosed area. At every point one should be able to identify the enclosure being relied upon, confirm that it qualifies there, and see how it joins the next element.

That examination includes the places most likely to be missed by a broad map: driveway openings, bridge approaches, tunnel mouths, highway ramps, gradual sections of an embankment, changes in retaining-wall height, open spaces between a natural boundary and a built one, and public passages across a tel or bank.

Crown Heights therefore cannot be decided by a general statement that city infrastructure supplies walls around much of the neighborhood. The actual proposed boundary has to be measured and judged segment by segment, including every significant opening and transition. The local application depends on the real route and on the Crown Heights Rabbonim's rulings concerning that route.
