A city eruv is not created simply by running a wire around a neighborhood. The wire is useful only when it forms part of a halachically valid enclosure. In many places that enclosure is assembled from a succession of walls, fences, and tzuros hapesach, with each part meeting the next so that the perimeter remains continuous.

That makes the exact position of a pole, lechi, wire, crossarm, corner, and street opening significant. Two components can appear to touch when viewed from the street and still fail to form the required tzuras hapesach. Conversely, a wire does not have to physically touch the uprights beneath it in order to be valid when the halachic requirements are satisfied.

The underlying form is simple: a tzuras hapesach has an upright on each side and an upper member above them. The Alter Rebbe describes it as “a reed on one side, a reed on the other side ... with a reed above them.” The two side posts must stand directly beneath the upper member. If they are displaced from underneath it, even slightly, the structure no longer has the form of a doorway.

Existing utility poles and added lechis

Utility poles are frequently used because they already carry cables for long distances. But a utility pole does not become an eruv pole merely because a wire is attached to it.

If the wire being used for the eruv passes over the top of a suitable pole, the pole itself may serve as one of the side posts of the tzuras hapesach. The difficulty is that ordinary utility cables are often fastened to the side of a pole, to hardware projecting from it, or to a crossarm. In that configuration, treating the utility pole itself as the side post can create tzuras hapesach min hatzad, a doorway whose upper member comes from the side instead of passing over the upright. The Alter Rebbe rules that an upper reed attached to the side of the posts rather than placed above them is invalid.

A common tikkun is therefore to attach a separate vertical strip, rod, tube, or similar piece directly beneath the particular wire being used. In community-eruv terminology this added piece is commonly called a lechi. In this setting, its function is to serve as the vertical kaneh of the tzuras hapesach.

This use of the word lechi should not be confused with every law of the independent lechi discussed in the halachos of a mavoi. Here the practical point is the doorway geometry. The added upright establishes the vertical line beneath the overhead wire.

The Alter Rebbe permits the upper member to stand well above the side posts and not physically touch them, provided the uprights have the required height and are directly aligned beneath it. This is the basis for relying, where appropriate, on gud asik, treating the vertical line as continuing upward. In actual eruv construction, the placement of the added lechi therefore has to be measured beneath the wire itself. Extending the physical lechi all the way to the wire can remove some of the practical questions involved in relying on an imaginary vertical extension.

A bent or tapered utility pole makes this especially important. The halachic projection used for the side post is vertical. A lechi that begins beneath a wire but angles away from it may therefore fail to establish the intended doorway.

The wire and the upper crosspiece

The upper member of a tzuras hapesach does not need the strength of an ordinary architectural lintel. The Alter Rebbe rules that while the side posts must be capable of supporting at least a minimal door, even a very light material can serve as the upper kaneh. This is why a wire, cord, or cable can serve as the top of a tzuras hapesach.

Its thinness is not the principal issue. Its position is.

The wire has to run over the uprights that define the doorway. A cable attached to the side of a utility pole, or carried on a crossarm at a point offset from the pole being treated as the upright, cannot simply be assumed to sit “on top” in the halachic sense. Where a separate lechi is installed beneath that cable, the relevant question becomes whether the wire is actually over that lechi.

Utility hardware can complicate the picture further. A cable may pass over one pole, move outward along the crossarm of the next pole, and then return inward at another pole. The route of the cable between the halachic uprights matters. The fact that all of the hardware belongs to one utility line does not make the entire assembly one straight halachic crosspiece.

There are differing views among contemporary poskim about how straight an overhead wire must remain between its lechis, how much sag or lateral movement is acceptable, and when an intermediate utility pole requires its own lechi. Rav Moshe Feinstein and Rav Tzvi Pesach Frank are cited as permitting reliance in some circumstances on the first and last lechis of a basically straight run, while other contemporary eruv authorities require lechis more frequently and apply stricter standards to changes in the wire's trajectory. For that reason, there is no sound universal rule that every utility pole in a run either must or need not have its own lechi. The construction has to follow the halachic standard under which that eruv is being established.

Corners and changes in direction

A corner changes the physical enclosure itself. The two runs of tzuras hapesach must meet in a halachically valid form.

When one tzuras hapesach runs in one direction and the next runs in another, the point of transition has to serve correctly for the incoming span and the outgoing span. The lechi or lechis at that point must stand beneath the wires they are intended to support halachically. Depending on the precise geometry, a change of direction can require two lechis on one utility pole so that each span has the proper upright beneath its own wire.

This is also why a modest bend in an overhead cable and a true corner are not treated as the same question. Poskim differ over how much change of direction may be tolerated within a single span. Once the route depends on a distinct turn, the construction must establish that turn as part of the sequence of valid doorway segments rather than leaving the two lines to meet only approximately.

A corner can therefore look completely intact while still requiring close measurement. The issue is not whether the wires visually converge near the same pole. The issue is whether each required upper member passes over the upright that belongs to it.

Street openings and road crossings

Walls and fences are often valuable parts of an urban enclosure, but streets, driveways, gates, paths, and other openings interrupt them. Where an opening must be closed by a tzuras hapesach, the doorway has to span that opening in a valid manner.

A roadway can pass beneath a valid tzuras hapesach. The cars and pedestrians passing through do not by themselves destroy the doorway form. The larger question of when tzuras hapesach is sufficient for a particular public thoroughfare is a separate halachic issue, especially where reshus harabim is involved.

The construction question begins at the edges of the road. Suppose an eruv follows a fence up to an intersection and then uses an overhead utility cable to cross the street. The fence and the wire cannot simply end near one another. The halachic enclosure has to transfer from one to the other without leaving an unaccounted gap. If the utility pole stands behind the fence and the fence itself does not form the needed upright under the cable, an added lechi or another valid construction may be needed at the transition.

The same principle applies on the far side of the street. A valid doorway across the road is useful only if it actually joins the boundary element that continues from there.

The detailed halachos of breaches in walls, including omed merube, lavud, and openings of different widths, belong to Walls, Gaps, and Omed Merube. Not every visible opening is automatically a halachic breach. But where the perimeter depends on a particular tzuras hapesach, that doorway must itself be valid and connected to the rest of the enclosure.

A continuous route is made one connection at a time

A city perimeter may change repeatedly from fence to wire, wire to wall, wall to another tzuras hapesach, and then back again. Each individual section can be valid and the route can still fail if two neighboring sections do not connect.

That is why continuity is more than the presence of poles and wires along the intended line. At every transition there must be a valid halachic reason that the enclosure continues. The end of one wall must meet the next boundary element. The wire has to remain over the lechis on which it depends. A corner has to close in both directions. A street opening has to be spanned. A replacement pole or relocated cable has to preserve the geometry on which the route relied.

The same point works in the other direction. A physical change does not necessarily invalidate an eruv if another valid boundary remains in place. Whether a particular break matters depends on what the route was relying upon at that location and whether the remaining construction still encloses the area according to halacha.

What happens when a component moves or breaks

Urban eruv components are exposed to ordinary city work. Utility companies replace poles and move cables. Construction removes fences. A lechi can loosen or shift. A wire can snap, sag differently, or be transferred to another position on a pole. Hardware can be added between a lechi and the wire. Work at a corner can change the point at which two spans meet.

Some of those changes are harmless. Others alter the very tzuras hapesach or wall on which the perimeter depends. A shifted lechi can cease to stand beneath its wire. A cable moved to the side can turn a formerly valid doorway into tzuras hapesach min hatzad. A missing section of fence can create a new opening. A repaired utility line can follow a different path from the line that had previously been inspected.

This is why repairing an eruv does not mean merely making it look continuous again. The repair has to restore the halachic construction that was required at that point. For Crown Heights, the existence of utility poles, wires, fences, walls, and street crossings is therefore only the beginning of the physical question. A claimed perimeter has to be followed component by component, including its corners and transitions, to determine whether it forms one continuous halachic enclosure under the standard being applied.
