A city boundary drawn on a map can be very different from a halachic boundary. Rivers, shorelines, highways, rail cuts, retaining walls, embankments, bridges, and tunnels can all affect an eruv. Each feature does so through a particular halachic mechitza. The physical feature has to be identified, measured, and followed continuously along the proposed perimeter.

This is why natural and engineered boundaries require more than a broad description. Saying that an eruv follows a river or a highway leaves the main question unanswered. One must know what is serving as the wall, where that wall begins and ends, and what happens wherever a road, bridge, ramp, tunnel, or gradual slope interrupts it.

Water and the bank beside it

Water by itself should not be pictured as a solid wall. The useful mechitza is generally the drop or qualifying slope at the water's edge. The Alter Rebbe discusses a bank where the depth reaches ten tefachim within four amos and treats that steep profile as a mechitza. He likewise states that a dry-land slope along a riverbank which descends ten tefachim within four amos is a mechitza.

The distinction matters because shorelines change. Some beaches descend gradually for a considerable distance before becoming deep. Some riverbanks are steep in one place and flat in another. A map may show an uninterrupted body of water even though the halachic wall disappears along part of its edge.

The sea carries an additional concern found in the Gemara and Poskim, shema yaaleh hayam sirton, that the shoreline may accumulate earth, sand, or stones and lose the steep profile on which the mechitza depends. The Alter Rebbe rules stringently regarding reliance on the sea in that case. Rivers have their own distinctions, including rivers that seasonally dry or change their banks. Where the dry land itself has a permanent qualifying slope, that slope can stand as the mechitza independently of the changing waterline.

The distance between the useful bank and the area being enclosed also matters. In the Alter Rebbe's discussion of a mavoi bounded by a river or slope, a boundary more than ten amos away leaves a breach unless that space is properly repaired. Even a much smaller space can be problematic where the public passes through it. A nearby river therefore cannot be treated as though its bank automatically attaches itself to the rest of the enclosure.

Embankments and retaining walls

A retaining wall can serve as an ordinary mechitza when it has the required height and continuity. An embankment can serve as a tel hamislaket when its slope rises or falls ten tefachim within four amos. These are different mechanisms, even when the two appear next to each other in the same stretch of roadway.

Modern construction often alternates between them. A highway may run through a cut with a vertical concrete wall, continue beside a steep earth slope, then reach a gradual ramp where the elevation is spread over a much longer distance. The vertical wall can be evaluated as a wall, and the steep slope can be evaluated as a tel. The gradual ramp needs its own solution if it does not meet either definition.

The same applies to railways and sunken roadways. The tracks or lanes themselves are not a mechitza. The wall, cut, fence, or qualifying grade alongside them may be. Cross streets, access ramps, station entrances, driveways, and other openings can interrupt that line.

Highways are crossings as well as boundaries

A major road can appear to divide two neighborhoods sharply, yet halachically the relevant wall may be the structure beside or beneath the road. Where the proposed eruv runs along a highway, one must identify that structure. Where the perimeter crosses the highway, one must deal with the opening created by the road itself.

That produces several separate questions. Is there an actual wall or qualifying tel along the route? Does it remain continuous at entrances and exits? Are any untreated openings wider than ten amos? Does public traffic pass through or over the supposed natural mechitza? If a tzuras hapesach is used across the road, is tzuras hapesach halachically sufficient for the status of that road?

The last question belongs together with the laws of reshus harabim and delasos. A tzuras hapesach can repair many ordinary breaches, but a genuine reshus harabim raises an additional set of requirements. The physical-boundary analysis therefore cannot decide a major public road merely by measuring its width or by showing a wire across it.

Bridges can open a boundary

A bridge is especially important when a riverbank, shoreline, deep cut, or other natural formation is being used as part of the eruv. The boundary may be sound for a long distance and then encounter a bridge that carries people and vehicles across the very line being relied upon as the mechitza.

The Poskim discuss the bridge from more than one direction. There is the effect of public passage through a natural mechitza. There is also the bridge opening itself, which can be a pirtza in the line of the wall. The Poskim address bridge crossings from several angles. Rav Moshe Feinstein’s lengthy discussion of the Manhattan bridges examines whether and how such openings can be repaired, while distinguishing the bridge question from the separate status of the roads that pass over them.

A bridge that rises high above the surrounding ground does not automatically solve the problem. The relevant rise may occur only after a long approach, leaving an earlier stretch without a qualifying wall. Walkways, service roads, and other passages beneath or beside the bridge can create further interruptions.

For an ordinary breach where tzuras hapesach is an effective remedy, a properly placed tzuras hapesach can close the opening. If the road has the halachic status of a genuine reshus harabim, the laws of delasos have to be addressed as well.

Tunnels and underpasses

Tunnels present the same need for exact geometry. Their existence may help define where a road goes, but the halachic enclosure depends on the walls and openings around the tunnel mouth and on the boundary above or beside it.

One tempting approach is to treat an elevated edge above the tunnel as a wall extending downward through gud achis. That cannot be assumed. The Alter Rebbe rules that passage beneath a suspended mechitza can prevent gud achis. An active roadway or walkway under an elevated edge is therefore a material part of the question.

A tunnel may also end at an opening wider than ten amos, meet a bridge or ramp, or carry a public thoroughfare through the perimeter. In such a case the tunnel has to be analyzed together with the breach and public-passage rules. Calling the road a tunnel does not change those rules.

In the Rebbe’s technical comments on the proposed Manhattan eruv, he notes that the streets under discussion ended at bridges and tunnels described as closed by tzuras hapesach or a mechitza, and also mentions barriers used for toll collection. The comment belongs to that particular proposal. Its relevance here is the underlying urban issue: the enclosure has to be accounted for at the places where transportation infrastructure penetrates the perimeter.

A natural boundary can raise the question of hukaf ledira

A natural formation can be a genuine mechitza and still leave another requirement unresolved. The Alter Rebbe discusses a city entirely surrounded by a tel that existed before the city was built. Since that surrounding formation was not made as an enclosure for dwelling, the city can have a problem of lo hukaf ledira. He gives the same rule for a river that surrounded the entire city before it was built.

This is a separate issue from whether the slope itself measures ten tefachim within four amos. It illustrates an important rule for urban eruvin: identifying four physical boundaries does not always complete the halachic enclosure. The origin and function of a large natural enclosure can matter as well, and the required correction has to be considered under the laws of hukaf ledira.

Public passage through a natural mechitza

A natural wall and a man-made wall are not always treated identically when the public passes through them. The Gemara and Poskim discuss whether asi rabim u'mevatlei mechitzta, public passage can negate the effect of a mechitza. The Alter Rebbe applies a rabbinic restriction to a tel hamislaket when the public passes over it, while also recording the relationship between this issue and the differing definitions of reshus harabim.

This means that the traffic question cannot be reduced to the ten-amah breach rule. A passage may be narrow enough to avoid one problem and still raise another because of the public use of the supposed boundary. The number of people required for that result depends on the wider reshus harabim discussion. The shape of the road alone cannot answer it.

Junctions between different boundaries

Large eruvin often use several kinds of enclosure in succession. A retaining wall may meet a steep slope. The slope may reach a riverbank. A tzuras hapesach may carry the line across a driveway or bridge. The route may then continue along another wall.

Each element can be perfectly valid by itself and the perimeter can still fail at the junction. If the bank is more than ten amos from the wall, there is an opening between them. If the slope flattens before the tzuras hapesach begins, the missing stretch has to be measured. If the next segment relies on gud asik or gud achis, the projected wall must actually meet the element it is supposed to join.

The useful question at every transition is simple: where is the mechitza at this exact point? Once that has been answered, its height, slope, breach, traffic, and connection to the next segment can be judged under the appropriate halachos.

The physical feature on a map is therefore only the beginning. A city eruv needs a continuous halachic perimeter made from features that qualify at the places where they are actually being used.
